I actually have purchased credits in the past when the free market determined the price. It wasn't uncommon to find folks selling below $2 each back then. Since the $3 minimum price rule went into effect, I haven't purchased any.

I hve no authority here, but I don't see why not. You're basically offering a 4 for 1-ish deal. That has happened many times over the years around here.
