"Philadelphia Rap crew State Property (Beanie Sigel, Freeway, Peedi Crakk, Young Chris, Oskino, Sparks) latest release is "Out On Bail" a fifteen track release which features guest appearances from Memphis Bleek, M.O.P., Twista, Noreaga, Rell, Juvenile, Dame Dash, Green Lantern, Mike Knox, Nature Denim & Nicole Wray. Freeway, Peedi Crakk, Memphis Bleek & M.O.P. start this release off with the fast paced "Same Ol' G". Beanie Sigel, Peedi Crakk, Young Chris and Juvenile all drop verses on "Killin That" a cut which lacks production. "Abused" is a Sparks/Twista collaboration, after Twista's verse, Sparks provides his own high speed verse. Beanie Sigel provides the first standout, delivering some grimy verses for "Why Wouldn't I". Sparks & Freeway collaborate on "Late At Night" a less then memorable track. "Back From Hiatus" has Rell singing over Green Lantern production, another sub par inclusion. "Shootouts" is a decent track, which samples the late great Notorious B.I.G. and has Freeway delivering some raw rhymes. Never been a big fan of Peedi Crakk flow, so "Warning" feat. Mike Knox falls under skip material. Oskino & Sparks team up for the half-hearted "Rider In Me", while female singer Denim looks for better days on "Keep It Moving", Sparks and Denim deliver another short cut with "Time to Shine". Noreaga, Oskino and the rarely seen slept on Nature deliver a solid collaboration one of the album's better track's "I Ain't Playing With Ya". Never been a fan of Young Chris, sounds like a watered down Hov to me on "Cuff Your Hoes". Female singer Nicole Wray leads the way on "Can't Get Out Of The Game" singing with some passion, Beanie Sigel makes an appearance providing some on point rhymes. Freeway & Oskino close this release off on "We Gonna Ride". I am generally not impressed by "Out On Bail" - which lacks production, and unity. Maybe members are saving their best work for solo projects. I am a fan of Beanie Sigel & Freeway, and will be looking out for their solo albums. 2.5.
