This is by Weird Al Yankovic.

His second greatest hits collection covers the hits off of the UHF soundtrack , Off The Deep End, and Alapalooza,. For some reason the polka medley from Deep End is on here? It also includes a song from the box set compilation Permanent Record, "Headlines News". It also includes a few songs from earlier albums that must've been accidentally left off of his first greatest hit album. I prefer the first greatest hits, but this is also fine.

"Like a Harley Motorcycle, if I need to explain Weird Al, you'll never understand.

He spares no gendre, and levies parody and satire with harmony and rhythm on all targets of opportunity.

Since I dislike some of the things he "re-invents", some results are disinteresting to me. Overall, I consider him money and time well spent.
