Sugar Minott has been one of Jamaica's most popular artists for more than 20 years, but as International demonstrates, he's a mediocre singer at best--thin in tone, cramped in range, and opaque in expression, especially when compared to such golden-throated contemporaries as Dennis Brown, Gregory Isaacs, and Freddie McGregor. It doesn't help matters that the dance-hall arrangements were mostly played by coproducer Desmond Williams, who takes a stiff, half-hearted, disco approach to the assignment. --Geoffrey Himes
